This is why there needs to be and “after shooting” analysis of what went right,
and what went wrong, .. and why it was wrong, and what to do to correct the situation.
Every situation is different though... 100 years ago the place would have gotten stormed by both police and civilians
it’s almost a no win situation these days though
for example
If he only shot 1 kid and was holding the rest hostage..
the police storm the place...and the result is kids getting killed in the crossfire by police bullets...they would be accused and being too agressive and get sued or something
Years ago when I went through Hostage & Negotiation Training, the first thing they told us was to assume the hostages were already dead.
