She will claim that others handle things including the billing and payments and she had no specific knowledge. (or her famous “I don’t remember”).

She can claim it, but it's her campaign and she's ultimately responsible for what it does. If it can be shown that she has a history of micro-managing the details, then the reasonable person standard will assume that she was aware of this, too.

Still, I wouldn't put it past her to make the argument that she was involved in everything else... but this.
