The northern slope of the Caucasus range is in Russia--the southern slope is in Georgia and Azerbaijan.

So they need to be vigilant in barring not only Russians, but also Georgians, Circassians, Ossetians, Chechens and Azeris.

The "no Georgians" rule might have been a good idea for the Presidency at the time of the 1976 election.
