China gets Russian oil cheap and can buy more military hardware.
Russia learned from Reagan in the 1980s that arms manufacturing can bankrupt a country namely the USA.
When USA bankrupt and inflation soaring China attacks and takes over Taiwan.
Russia moves on Poland.
40 Billion is @5% of the US defense budget, or sub 1% of Federal spending.
