I do not think that the word "war" means what Steny Hoyer thinks it means. "War" is a thing that is voted on by both houses of Congress. When is the last time Congress declared war?
Steny Hoyer and Joe Biden weren't even in Congress the last time that happened. If only Congress could get the Supreme Court to rule on the existence of war, so Congress can avoid doing its job.
