The description of parading the prisoners certainly matches and the ancient title of Tsar comes from Caesar as does Kaiser. When the Second Rome, Constantinople, fell in 1453, the Rurikid dynasty in Moscow used their Orthodox Christian affinity to Constantinople to claim the Rome heritage as the 3rd Rome.
