The only semi-reasonable reason to publish such a claim is if US intel had absolutely nothing to do with locating the generals (i.e., old-fashioned spies were ratting them out, or Ukrainians were intercepting radio communications directly). It would still be idiotic since the Russians can interpret this as the US being at war with Rusia, and we’re off to the races.
