When I did consulting for a large manufacturer of important equipment... They had an entire division to hire grossly unqualified diversity hires to keep the diversity quotas looking good. They did busy work to keep them away from the production line. Everyone knew the game but no one dared utter a word about the scam.
Same exact thing occurs anywhere jobs require high IQ and attention to detail.
