The pictures of the boosters are in wide circulation, taken by many international reporters and not hard to geo-locate. Also the residents witnessed missiles approaching from the southwest.
Look at their tribal history from ancient times. The Russians were heavily influenced by Scythians who practiced a barbaric form of warfare. And so that tradition manifests in the Russian army of today.
