I don’t think it’s face-saving so much as an attempt to get the West to accede to Putin’s demand du jour. It gives the Western pols on Putin’s payroll (Gerhard Schroeder is retired, but there are doubtless others hoping for a turn at the trough upon retirement) an excuse to give in to his demands other than the fact that they are in his pocket.
What is the state of Russia’s nukes? Are they maintained as well as their sunken flagship? The Kursk?
