Whenever a government agency is sued you have to watch how hard they defend themselves. If they cave or put up a weak defense then it is most likely a conspiracy between the two parties. The agency might want to do something but does not want the decision to be theirs. So they get sued, the court decides and the bureaucrats can say it was not us.

Much of the changes in our society has been made because both sides wanted the same thing but knew the voters did not want the change.
