There is a lot of opposition in Belarus to the leadership there that also favors Ukraine. A small group could easily pass into Russia, site tight for a while and then pop something off.
Yes, a lot of those borders seem to be very uncertain and permeable these days. At some point Russia may firm up its police state, but it will have to first shut down its very corrupt society where everything is for sale.
