Bitchute isn't nearly as robust as YouTube, and has periodic interruptions in service. Some might even be caused by 20 people trying to load the same video at once.
I also experienced a failure trying to view this in the last few minutes, but it's now working for me.
In case you can not get it to load I will describe it as you requested:
The video shows a soldier on top of a platform on a very tall radio communications tower who has unfurled the flag of the DPR there. He stands at attention, and then the camera pans back and forth and you see the coast of the black sea, and the city far below.There is briefly what appears to be a war ship below him, which due to the perspective of the camera at that moment looks like it is above his arm.
There is no spoken soundtrack, but the sound of the wind blowing against the microphone is heard. The video last for about 30 seconds.
The video played fine for me, as well as many others.
But I should not have watched, just before lunch, the one of wounded Azov guys under the steel plant rotting away from gangrene.
