Fauci has to understand (and that’s a leap) that the CDC is not an all encompassing organization with powers of its own. The Centers for Disease Control and Prevention is the national public health agency of the United States. (Strictly admin and coordination when their determination is released on the public) It is a United States federal agency, under the Department of Health and Human Services, and is headquartered in Atlanta, Georgia.
The only power of the CDC is related to executive order and has no authority to enforce anything except through that order based upon quarantine and isolation. However the aspect of states’ health does not fall under the Constitution for federal determination therefore health is left to states’ rights as was displayed when Trump tried to provide assistance and was turned down by the individual governors of the states he offered help to. The CDC has no power to enforce anything. And with health the determination, the federal government only has power over their own.
Look for a return trip by the feds using intrastate commerce and OSHA to try to pry into states rights concerning health actions. It didn’t work before and probably won’t again as it can be stalled until the mid-term when a lot of governor’s positions will change this year from blue to red. Success flows uphill but failure drops like a boulder.
