I’ve read the Constitution. No where does it say about our God given rights, “unless there is a pandemic”.

The Constitution gave great latitude to the states, for many of the Bill of Rights.

Looking at the Bill of Rights, it is only the First Amendment where the states are exempted, because it starts with "Congress shall make no law".

The rest of the Amendments appear to apply to all governments, except for possibly VII, which explicitly mentions a "court of the United States" rather than state courts; and Amendment X, which explicitly reserves powers to the states or people, that are not delegated to the United States.
