Looks like Belgorod is within Bayraktar range from Kharkiv.
The Russians have been bringing forward replacements, reinforcements and resupply from all over, and Belgorod is one of their main staging areas for it. It could also easily be an industrial accident, with all the piles of munitions moving around there.
