If the Russians had the rank of Colonel-General, I suspect they eliminated it, somehow thinking it would save them money.
Before I chimed in, I poked around on the internet. I found no information about any such rank in the Russian army currently.
This is what I found, starting from the op:
General Ranks:
Field Marshal (Currently an Honorary Rank)
General (Gold Shoulderboard/No Stars)
Liuetenant General (Two Stars)
Major General (One Star)

Colonel/Brigadier
My information probably is limited to WW2 & Cold War. I think your correct. Haven’t read or heard of a Russian colonel-general since soviet days.
