What changed the minds of Japanese leaders was the Russians threatening invasion, the Russians had moved much military armaments at the 38th Parallel and were poised to strike, waiting for an agreement with Truman to expire before invading. Truman dropped the bomb the day before Russia was to invade. Only then did the Japanese decide to agree to the Potsdam Declaration, and accepted it because of the Russian invasion and the 2nd bomb.
