The Institute for the Study of War, and H.R. McMaster have also recently cast doubt on Russia’s ability to muster enough combat power for a direct assault to seize Kiev.

Don’t know about that, but Russia has plenty sufficient forces to turn East, instead, and destroy the Ukrainian army East of the Dnieper.
Gaining more than they had hoped for: land bridge to Crimea, control of the Azov Sea, prime farmland west of the breakaway U republics.
(though the U army is doing very well in the East)
