My guess is that they never fully replenished their stocks from fighting in Syria. They expected this war to go very quickly and so didn’t think that would be a problem. Now that it has gone on for longer than anticipated, they realize they’re running out of some very important crap.

Grad rockets were identified early on as a munition that they would likely run low on, if they had to bombard the cities into submission (as they now have begun). There was reportedly a several month delay for Russian factories to produce more, and sanctions on key components and materials might prevent it. Likely some of their missiles are running low too.
They will need such munitions, to commit the massive war crimes against civilians, that they appear to be hanging their strategy on.
