When I worked in politically opposing the Soviet Union, any time anyone talked about “THE RUSSIANS” they were sternly rebuked by government officials and experts alike: “IT’S THE SOVIETS, NOT THE RUSSIANS.”
Any time anyone talked about “Russia” they were sternly warned by government officials and foreign policy experts: “ITS THE SOVIET UNION, NOT RUSSIA.”
