Because if the US had managed to shoot down the planes (or the Russians had managed to shoot down the planes) then everyone would have lived another day—and the Intel would have been useful.
As you can tell this is one of my favorite movies—I have watched it many times—and there are a lot of subtle tidbits like the one we are discussing here.
