In a free America, it was okay.
In this America, if you prescribe off-label drugs like Ivermectin for Covid, you can lose your license in some states. No joke.
That is one of the most heinous things they have done in this mess, was to interfere with off-label use.
In addition to that, using the power of the state to limit the availability of drugs like Ivermectin and Hydroxychloroquine.
I think hundreds of thousands of people died unnecessarily because of this.

In theory, yes. In practice? Try prescribing Hydroxychloroquine or Ivermectin for Covid and see what you get for doing so in some states or even in some hospitals.
But, surely you know that it was not allowed to use off label Ivermectin and HCQ for Covid, right?

Try telling that to doctors who will have their hospital privileges revoked if they prescribe ivermectin for Covid.

It tried getting HCQ in Florida and Georgia last year. I experienced extreme HCQ hesitancy from my doctors.
I couldn’t find anyone to sell HCQ mail order without a prescription. Then shortly before the last election I was able to order it. I had to pay extra (around $20 or $30) for express shipping. It was held up by customs for about three weeks. I wish I had bought more.
I ordered Ivermectin from oversees. It never arrived. I’m hesitant to do it again.
This article sounds positive, but I’m not optimistic. Doctors can slow roll this until you are dead. Even if you can find a doctor who will prescribe HCQ or Ivermectin once you are infected, the timing is not optimal. You should really have a stash in your medicine cabinet available the moment you think you need it.
I believe I read that Ivermectin can be taken once a month as a prophylactic. But of course, you have to get it first.
