You know the truth is that an administrative building was attacked. That would be the truth and be sufficient. But someone had to make it even more terrible by announcing radiation was leaking all over the place. That was not true.

No rationale whatever for shooting arty around a nuclear power plant, unless you intend to either scare people or actually cause damage. Either is disturbing.

WWIII doesn’t start with “propaganda”. It starts with overt action. Plenty can be done short of starting WW III, both with and without government action, to help the Ukes. It’s Putin who’s outlawing free speech that contradicts the government. “Propaganda” in the form of a Radio Free Russia would go a long way towards undermining him, since he’s afraid of dissent now.
