If that intention were true the next logical step would be Poland.
The Baltics are stuck out at the end of a limb, and can only be got to from Poland through a narrow choke point. Otherwise they are nearly surrounded by Russia and Belorussia. Look at a map. They are the low hanging fruit, if Putin is thinking of Stage II.
