The Saturn V really should have been kept around. It could have easily put the whole thing up with a minimum number of flights.

Aiming is simply by timing of the de-orbit burns.

Russia didn't threaten to that on purpose. They were weakly pointing out that we still needed them for maintenance.

That would be quite the contrary of an “uncontrolled deorbit”, and, I think, a rather obvious one. So, either they were making a veiled threat, or an empty one.

The US now has the ability to take over the ISS orbit boost operation from the Russians. I’m sure SpaceX could help out as well if needed.

The ISS does indeed pass over Moscow. Its orbit is 51 degrees inclined from the equator.

Push it to a Lagrange point, use it as a anchor to build a real station. Kick the old components into the sun or the void as they are replaced.

Moscow is at 55 degrees.

Basically it does. Physics 101. Its debris will stay within the +/- 51 latitude.

What I should have said is that a re-entry would probably be able to "fly" in the atmosphere over the distance between the ground track and Moscow's latitude.

Moscow appears to be nearly straight down to a human observer from time to time.

You don't think they could get that difference using atmospheric flight? Of course, the ISS would really re-enter gracefully or in some controlled manner.

Yeah, there’s really no way it’s going there. It wasn’t built for aerodynamic flight and will just break up into very large, uncontrollable (and red hot), pieces once it hits any substantial atmosphere.
