The fact that Russia is agreeing at the Belarus border shows that Putin is losing the war, not Ukraine.

You miss the significance here. The meeting is not in Minsk. The Minsk protocols that favored Russia are gone. Putin has lost. Putin has lost Donbas. His DNR fairy tale proven false. Crimea, too. If Russians in Kharkiv don’t want to associate with Putinist Russia and it’s crazies then certainly Crimeans do not want either.
