I haven’t heard him go into detail on it, but I haven’t heard all minutes. I assume it’s because an alternative to Swift will have to be used, that is based on some other currency.
SWIFT handles international financial transactions in every major world currency. It's managed by the Belgians. It isn't dependent on the U.S. dollar.
