Right; businesses in particular will be wary about that. A lot of places just exposed themselves as VERY anti-business (as an extension of their anti-freedom stances), and will plan accordingly. These places will not be included in future plans; for the cities with the worst restrictions, they worsened an already-critical talent problem for employers (as their best and brightest refuse to get the shots).
