Looks like they could only get the scummiest bottom of the barrel tow companies to get involved. Dented and rust covered truck that probably has little to no maintenance done on it, just enough to keep it legal and pass inspection.

Right there in that picture there's enough to distinguish that truck from every other 10-15yo Ford truck on the planet.
