Regarding Phillip, I don’t think the issue ever came up. By then UK royalty were national hood ornaments and all were content with that.

Phillip had too many relatives with connections to the NAZIs.   He was glad that Parliament could overlook that.

Only the monarch is head of the Church of England - their spouse has no role in this regard. Camilla and Philip were/will not be head of anything. They are only spouses of the monarch.
