It’s 35 weeks, more or less, to the election, with quite a number of those weeks spent in recess. In particular, the rats are going to want their length election year summer/fall recess to try to shore up their election prospects in their districts and states. If anything is to come out of Congress, every week counts. They were hoping to get some sort of stripped down BBB passed before SOTU early in March. Now that’s off the table

It is hard to say what the outcome of a stroke will be, especially a stroke which required opening up the patient's skull to relieve intercranial pressure. The Democrats are likely looking for a double to take his place. All they need to do is simply walk across the isle, and say "Hey, let's get together on this".
