Russia has done it multiple times themselves.

In 1939 they famously shelled their own village Mainila, blamed it on the Finns and then invaded.

They also tried yo blame the Katyn Forest massacre on the Germans. And more recently the Russians and Dems tried to make a claim similar to today’s and “predict” that the Bush admin would, to save face, produce fake video of all the Iraqi wmds and weapons (that Russian forces were carefully flying and trucking out of Iraq to Syria and Lebanon during the delays at the UN in the run-up before the Iraq War.)
