I can fly round trip to Seattle for about $500. If I hit two or three stores, I could finance the trip, easily.
Vacation plans, people. You fly out there with no luggage. Rent a car and go about looting for your wardrobe and necessities. Then visit a nice rural community. Then on the last day, you loot a few hundred in easily flippable goods.

Unfortunately, this is unlikely to change. It seems self-evident that people will get fed up and vote the bastards out that created this mess. However, as the people that find these policies abhorrent flee the cities, the ones that remain are the ones that continue to vote for this idiocy.
Our once-great cities are rapidly being hollowed out at an alarming rate. Think about what Seattle, Chicago, Portland, LA, and San Francisco will look like in 5 years, 10 years? Go watch the movie, Escape From New York for a sneak peak. OK, that’s hyperbolic, but you get the point.

I was visiting friends in Long Beach, CA, when I realized I had not packed white T-shirts. I went to a nearby Wal-Mart to buy some. They were in a locked case and I had to get someone to unlock it. I was told it was due to theft.

And why Walgreens... “The cost of business and shoplifting led Walgreens to shut 17 locations in San Francisco in the past five years(with five more closing soon).”
And Target: “Target closing two San Francisco Bay area stores”
The Target in Seattle will close as well. The city council, mayor and DAs say it’s due to “poor sales” but the real reason is unrestrained shoplifting.
