No, but Clinton did promise protection, or at least weapons when Ukraine gave up the ex-Soviet nukes that were left on Ukrainian territory after the U.S.S.R. broke up.

That said I do not trust Biden’s handlers’ (or Biden’s for that matter) judgment when it comes to Russian threats to Ukraine.
