Wasn’t there a post recently to file against the teachers side superintendents bond? That sounds best to me. Impacts the entire district.
Here is the info about suing through their bonds. The idea in this linked thread could work against elected and appointed officials, and not just schools.

If they are found to have acted illegally through malfeasance or misfeance, the insurance will pay, then drop the bad politician. No other company will insure them leaving them unemployable in that position.
