Sounds like they were fulfilling U.S. policy in another of the administration’s
“work around” solution of having South Korea pay for Iran so Iran could vote again. Sort of like the Contra scandal.

According to the article they’re doing it with US approval. That means ultimately the US taxpayer paid the money.
