Too many powerful people with too much to lose. The UK tabloid media is the reason we know about Prince Andrew and suspect that many others were involved.
Anything “tabloid” with the royal family is a big draw there.

I believe you are correct. Any names to get released will be the second or third-tier names. The reason being that will take the heat off the big bad guys. They will just sort of get forgotten.
It is going to be interesting to see where the lawsuit against prince Andrew goes. Based on what the queen has done indicates to me that she thinks he’s quite dirty and she wants to mitigate the damage
My thought is that the Andrew lawsuit is going to be settled out of court for a lot of money and the big names that would come out in that will be protected.
Let us hope for a very powerful domino effect.
