Fire 50% of any government staff. Wait 6 months and then see if any positions need to be filled. Likely, most won’t be missed.

The President can only fire appointees. But those are the managers and that’s where you start.
Congress can fire the rest by defunding departments and punting their assets to Interior or the GSA.
