If our government fell today, whatever should take over would be swarming with our bureaucrats. To think that 60-to 70% of them would still be there after 30 years is ridiculous though. As for the Russian Orthodox Church, they actually had priests who were believers. I went to the funeral of one in 1990, that had been axed to death by a group called "Pomyat" because he was Jewish and was preaching the Gospel. I'm not sure which offended them more. You need to think of Russia as a Christian Empire, and Putin as Tsar. It's why our Democrat Communists hate Russia so much now.
Read "The Sword and the Shield" based on the KGB archives. There were true believers who refused to assist the KGB. All the Russian priests in any position of authority, however, were the exact opposite.
You need to think of Russia as a Christian Empire
You need Christians to have a Christian empire. All polls for the last decade up to recent years all show the same thing: only about 7%, sometimes going even lower than that, bother to attend once a month. Vast majority of Russians have no religious life whatsoever. Maybe we have a similar problem, though not anywhere close to the same scale.
