I wouldn't bet on that
Manchin won by only 3.3% in 2018. He's probably history if he votes to abolish the filibuster.

That said, given the mothers milk of the WV economy is federal spending

What percentage of the WV economy is federal spending then?

Government transfer payments account for 25% of personal income and direct federal aid accounts for 30% of the state budget. The state’s largest employers are the state and local bureaucracy, state universities, and health systems associated with those universities. Unfortunately it is never ending cycle of stagnation and decline.
