I think it’s about limiting people’s range of free travel. Like to about 100 miles one way.
And think how easy it would be to program cars in a way such that even if you plug it in to charge, it will not charge, if say, you've already driven too much over a certain period of time, or if the government determines, oh I don't know, if you haven't subjected yourself to certain jabs.
