I suppose if you’re going with the CIA’s massively successful “conspiracy theorist” smear. Is he a tin-foil, martians coming, kind of guy? No. E.g., his work on the founding of the Fed is heavily based on the historian Carroll Quigley’s work. Quigley was Clinton’s undergraduate professor at Georgetown who famously got a shout out from Ol’ Bill in his first Dem convention acceptance speech—for having taught him how the world really works.
FWIW I take or at least suspect a majority of the prolific “alternative media” online sources as being funded by whatever you want to call them, “Deep State”/intel, domestic or foreign, influences. But they also tend to be good sources of info, mixed in with their bad-in-order-to-discredit info. To me, the trick is to look to independently verify their claims and hold even the most apparently verifiable as working hypotheses until better, contrary info comes along.
