Pilot requested the controller to turn up the runway lights. Controller responded that lights were at 100%. Appears that pilot lost spatial orientation and just didn't know where he was on approach.

More sketchy “journalism”...it was an air ambulance returning from a call (Lake Havasu City to John Wayne Intl.)(returning to their Gillespie Field home base) so 5 “seats” max. (2 pilots + 2 RN’s...stretcher unoccupied at the time).
