“...cheating...”
It’s not cheating as long as the system allows it. And this has been going on in sports, among other things, for the money for years. Every sport, amateur or pro, has been modified to fit the money or the success of the organization both individually or as a whole. So this is no different than before the incident.
It is the acceptability of certain people that make the money that counts. The spectators or athletes are just a tool. Every time someone gets spanked for going over the top, sooner or later the glass ceiling will be broken to fit the situation. And it will happen in some form like they got caught doing originally. Evolution isn’t always for the better...but it exists a lot longer than the creativity that birthed it. And if it pays, it will get worse from there and spread to other sports or jobs till it infects it enough to destroy the intent of the need or the institution. Your need is competition, theirs’ is money. Two parts of the puzzle. And opinions other than theirs’ only count when the wallet goes closed.

That is like claiming it is not bank robbery if the insurance company reimburses the bank for the loss—and the robbers are never caught.
