They stole poison intended for coyotes probably.
In other words poison everything and hopefully it will include a coyote to two.

Killing coyotes is legal but they are difficult to tell from wolves, so they end up being under the protection umbrella of wolves.
So... The poison is only for coyote, which it is legal to kill.
The moral is: don’t put wolves where people are already annoyed at the coyotes.
