Supposedly, yes. Yet every day, there are news reports of that exact scenario playing out. Lots of John Hinklcey, Jr. types out there, just waiting for a Jodie Foster type to impress. Or someone who sees himself or herself as the one to avenge Ruby Ridge, Waco, etc. Disturbing and sad, IMHO.
