Nope,I don't believe this for a minute. Africa,a continent with resources so plentiful that it's hard to imagine,is breathtakingly poor. The main reason is political corruption...politicians,generals,etc on the take.
No way are those politicians and generals jeopardizing that $$$.

I expect China to pay off one faction to exterminate all the other factions and give the Chinese what they want.
