It's not that hard to imagine. A drugged-up guy is fleeing a crime, turns a corner, and finds himself in the parade route. He can't turn back, so he weaves his way through the parade, gets blocked near the end, and mows everybody down in his panic. OR, he enters the parade route on purpose, thinking the police can't or won't follow him because they think it's too risky.
