Either this was planned to be how it turned out, or it was a police chase in which the perps tried to escape through a parade route, and didn't care who they mowed down.

But in the original video of the red car zooming past the parade marchers, the first police car didn't arrive until a minute or so later. It didn't seem like a case of hot pursuit, but of the police responding to something that had just happened.
